It has been more than a year since Resolution 68/NQ-CP on 01/07/2021 on supporting employers and employees in difficulty due to the COVID-19 pandemic (“Resolution 68”) came into force. The business and production operation have been now recovered and growing back thanks to the efforts of safe and sustainable economic development besides pandemic prevention.

According to Resolution 68, enterprises are entitled to apply a premium rate of zero percent of the salary fund as the basis for paying social insurance premiums to the Insurance Fund for Occupational Accidents and Diseases for a 12-month period. This support policy applies from 1 July 2021 to 30 June 2022.

From 1 July 2022, this support policy will therefore officially expire, enterprises shall require paying the occupational accident and disease benefit fund at the previous rate in Decree 58/2020/ND-CP on 27/05/2020 on compulsory social insurance contributions to the labor accident and occupational disease insurance fund as follow:

1. Enterprises operating in industries with risks of occupational accidents and diseases are proposed paying 0.3 percent if it meets the requirements:
   1. Enterprises have not been subject to any administrative monetary fine or any criminal prosecution regarding occupational safety, hygiene and social insurance field.
   2. Within three consecutive years prior to the suggested implementation year year, enterprises have to ensure periodic reporting on workplace accidents, and reports on occupational safety and hygiene in an accurate, sufficient and timely manner; and
   3. Frequency rate of occupational accidents in the year preceding the submission year must drop by at least 15 percent of the average frequency of workplace accidents in three consecutive years prior to the submission year, or have not had any occupational accident three years preceding the submission year.
2. Other enterprises: Payment of 0.5 percent of salary fund as a basis for social insurance payment.
